Expands the definition of "telephone solicitor" to include parties that receive sales leads or inbound calls generated by telephone calls, and extends liability to agents, subagents, contractors, and third party vendors.

Reduces the timeframe for removing a telephone number from contact lists after a consumer requests no further solicitations from 60 business days to 30 business days.

Prohibits use of automatic dialing and recorded message players to make unsolicited calls, whether directly or through salespersons, agents, subagents, contractors, or third party vendors.

Makes parties that knowingly receive or accept sales leads or inbound calls generated in violation of automatic dialing restrictions jointly liable with the party that made the prohibited calls.
