Establishes new electoral districts for Wake County district court judges by dividing the county into six districts (10A, 10B, 10C, 10D, 10E, and 10F) with 3-4 judges per district, replacing the previous single at-large District 10 with 19 judges.

Defines each new Wake County district court district's territory by reference to corresponding Superior Court Districts established in G.S. 7A-41(b), with districts 10A-10C and 10E each having 3 judges and district 10F having 4 judges.

Makes conforming changes to G.S. 7A-133 regarding district court judge numbers and district compositions for other counties, including updates to Vance County (Districts 9 and 9B) and Union County (Districts 20B and 20C) boundary descriptions.

Becomes effective January 1, 2019, with elections held thereafter in accordance with the amended statute as judicial terms expire.
