Directs the State Board of Community Colleges to adopt a systemwide policy on sexual assault, domestic violence, dating violence, and stalking for implementation at all community colleges beginning with the 2018-2019 academic year.

Requires the policy to establish an affirmative consent standard defining consent as an affirmative, conscious, and voluntary agreement to sexual activity that must be ongoing and can be revoked at any time.

Mandates detailed procedures addressing victim assistance, investigation protocols, trauma-informed training for campus officials, confidential reporting options, and prohibition of disciplinary sanctions against complainants and witnesses (except for egregious violations).

Directs community colleges and UNC constituent institutions to develop prevention strategies and outreach programs including awareness campaigns, bystander intervention, and risk reduction as part of student orientation.

Encourages nonprofit postsecondary institutions in North Carolina to voluntarily adopt similar policies and programs concerning sexual assault, domestic violence, dating violence, and stalking.
