Allows landlords to charge individual tenants for their shared portion of natural gas service costs provided to leased premises, subject to North Carolina Public Utilities Commission approval.

Requires landlords to equally divide natural gas bills among all lessees in a unit and send individual bills, with charges prorated for lessees who do not occupy the unit for the full billing period.

Landlords must maintain records for 36 months showing how each lessee's costs were calculated and must provide bills containing specific information including the utility supplier name, usage dates, past-due date (minimum 25 days), and the lessee's right to dispute with the Commission.

Landlords charging for natural gas service must submit an application to the Commission for approval, which will be deemed approved if not disapproved within 60 days; lessors are not required to file annual reports under G.S. 62-36.

Extends existing prohibitions on utility disconnection to include natural gas service—landlords cannot disconnect a lessee's natural gas, electric, or water service due to nonpayment of utility charges.
