Directs the Joint Legislative Oversight Committee on Justice and Public Safety to establish a reentry council collaborative to study the needs of ex-offenders recently released from correctional institutions.

Requires the council to include 1-2 representatives each from the Division of Motor Vehicles, Department of Health and Human Services, Administrative Office of the Courts, North Carolina Community College System, Division of Adult Correction, and any other relevant agencies deemed appropriate.

Mandates the committee submit a final report of findings and recommendations to the 2018 Regular Session and quarterly thereafter to the President Pro Tempore of the Senate and Speaker of the House.

Aims to enhance the mission of the Justice Reinvestment Act through collaborative multi-agency analysis of reentry support needs.
