Requires charter schools to provide written notice to parents within 10 days if the State Board of Education initiates proceedings that could lead to dissolution, termination, revocation, nonrenewal, or significant restructuring of the school.

Requires charter schools to provide written notice to parents within 10 days of the board of directors' resolution to voluntarily dissolve or significantly restructure.

Mandates preparation of a Student and Family Impact Statement within 60 days of notice, including mandatory parent surveys and analysis of academic impact, affected students with disabilities, teacher input, and alternatives to the proposed action.

Requires public hearing on the Impact Statement within 15-60 days of notice, allowing parents, teachers, community members, and charter school officials to present testimony and expert evidence.

Prohibits State Board of Education or charter schools from taking final action to close or significantly restructure (except in imminent health or safety situations) until at least 30 days after the public hearing.
