Relocates the Alcohol Law Enforcement Branch from the State Bureau of Investigation to become a separate Division of the Department of Public Safety, effective July 1, 2017.

Relocates the State Capitol Police Section from the State Highway Patrol to become a separate Division of the Department of Public Safety, effective July 1, 2017.

Grants the Director of the Alcohol Law Enforcement Division authority to hire, fire, and transfer personnel within the Division without standard state employment restrictions.

Expands alcohol law enforcement agents' primary enforcement responsibilities to include ABC laws, lottery laws, and the Controlled Substances Act (Article 5 of Chapter 90).

Requires the Department of Public Safety to maintain co-located district offices for Alcohol Law Enforcement and State Bureau of Investigation regions.
