Reduces division engineer weighting from 30% to 10% for regional impact projects and from 50% to 15% for division need projects.

Increases metropolitan planning organization and rural transportation planning organization weighting from 0% to 20% for regional impact projects and from 0% to 35% for division need projects.

Maintains quantitative criteria at 70% for regional impact projects and 50% for division need projects.

Applies effective date upon becoming law.
