Allows state agencies to carry forward utility budget credit balances at end of fiscal year when those balances represent energy savings from conservation measures, making the savings available for future energy and water conservation projects.

Limits use of carried-forward energy savings funds to one-time capital and operating expenditures that do not create additional ongoing financial obligations for the state.

Prohibits the Director of the Budget from reducing an agency's utility budget requirements by the amount of energy savings realized, protecting agencies' ability to reinvest savings in further conservation measures.

Requires state agencies to submit annual reports on their use of energy savings funds as part of existing energy management plan reporting requirements under G.S. 143-64.12.

Takes effect for fiscal years beginning on or after July 1, 2013.
