Requires roofing repair contractors to provide written contracts for repairs costing over $750, including contractor contact information, property details, itemized cost estimates, and inspection documentation.

Mandates contracts for insurance-funded repairs include disclosures that consumers are responsible if insurance denies coverage, a cancellation notice with 10-point bold type, and a detachable "Notice of Cancellation" form.

Grants consumers the right to cancel insurance-funded roofing contracts within three business days of receiving written notice from their insurer that the claim will not be covered, with full refund of payments within 10 days.

Prohibits roofing contractors from paying insurance deductibles, offering upgrades or discounts as inducements, obtaining power of attorney from consumers, negotiating insurance claims, or acting as adjusters or public adjusters.

Establishes violations of these requirements as unfair and deceptive trade practices and bars insurance adjusters and public adjusters from acting as roofing repair contractors, effective August 1, 2017.
