Repeals G.S. 14-402, 14-403, 14-404, and 14-405, which establish pistol permit requirements in North Carolina.

Amends G.S. 14-406 to require dealers to maintain confidential records of all weapon sales and make records available to law enforcement, removing specific reference to pistols.

Amends G.S. 14-407.1 regarding blank cartridge pistols to remove references to repealed permit statutes while maintaining record-keeping requirements.

Becomes effective December 1, 2017, and applies to pistol purchases on or after that date.
