Proposes adding Section 38 to Article I of the North Carolina Constitution to establish a constitutional right to work.

Declares that the right to work shall not be denied or abridged based on membership or nonmembership in a labor organization.

Prohibits employers from requiring employees to become or remain members of a labor organization as a condition of employment.

Prohibits employers from requiring employees to pay dues, fees, or other charges to labor organizations as a condition of employment.

Submits the amendment to North Carolina voters for approval at the statewide election on November 6, 2018, and becomes effective upon certification by the State Board of Elections.
