Requires water suppliers to test drinking water for lead at schools (K-5) and child care facilities, with testing timetables based on building construction date from January 2018 through December 2020.

Mandates minimum of five water samples per facility using EPA's 3Ts technical guidance, with certified laboratory analysis and reporting to suppliers, state department, and facilities within five business days (48 hours for elevated lead levels).

Schools and child care facilities must notify parents and staff within 48 hours of elevated lead detection, immediately restrict access to contaminated outlets, and provide alternative drinking water until lead levels are confirmed below trigger level.

Authorizes water suppliers to charge schools and child care facilities for actual costs of sampling, analysis, and reporting; establishes state reporting requirements to legislative committees annually beginning 2019.

Requires charter schools and schools using repurposed buildings to sample drinking water for lead before operation and prohibits State Board approval if lead concentrations exceed EPA trigger levels without corrective action plan.
