Expands the prohibition on operating a motor vehicle in the leftmost travel lane of controlled-access and partially controlled-access highways to apply when impeding the steady flow of traffic, not just when proceeding below the speed limit.

Increases the monetary penalty for violating the leftmost lane restriction to $200.00 as an infraction.

Defines "impeding the steady flow of traffic" as when a driver knows or reasonably should know that a vehicle traveling at a higher speed is overtaking from the rear.

Appropriates $50,000 in nonrecurring funds from the Highway Fund to the Division of Motor Vehicles for public education on compliance with the law through fiscal year 2017-2018.

Enforcement is by warning ticket only until November 30, 2018, with the act becoming effective December 1, 2017.
