Expands public school cooperative purchasing agreements to include public and private libraries and regional library systems for information technology goods and services procurement.

Allows libraries to access collaborative purchasing agreements to leverage economies of scale and reduce IT costs alongside public schools and charter schools.

Requires health benefit plans to provide coverage for telemedicine services on the same basis as in-person services if the service would otherwise be covered.

Prohibits health benefit plans from excluding telemedicine services from coverage solely because they are not delivered in-person.

Effective date: July 1, 2017.
