Creates a statewide prohibition on using mobile telephones or electronic communication devices while operating a motor vehicle unless hands-free equipment is used, effective December 1, 2017.

Imposes stricter penalties for school bus operators (Class 2 misdemeanor with minimum $200 fine and court costs) and drivers under 18 (infraction with $50 fine) compared to general violations (infraction with $200 fine and no court costs).

Allows exceptions for hands-free equipment activation, GPS/navigation systems, smartwatches used for telling time, emergency communications, and law enforcement/emergency responder official duties.

Prohibits local governments from enacting their own ordinances regulating mobile phone use while driving and specifies that violations do not constitute negligence per se in civil liability cases.

Does not assess driver's license points or insurance surcharges for violations and repeals prior related statutes (G.S. 20-137.3, 20-137.4, and 20-137.4A).
