Establishes a task force led by the North Carolina State Education Assistance Authority, State Treasurer, UNC Board of Governors, and State Board of Community Colleges to study alternative financing options for higher education costs, including human capital contracts.

Task force must evaluate feasibility of alternative financing options to replace the current tuition and fee system at public institutions of higher education.

Task force shall examine startup costs, timelines for financial solvency, student eligibility, contract terms including income-based repayment percentages, private partnerships, and investor protections.

Requires an interim report by November 1, 2017, and a final report with proposed pilot program by November 1, 2018 to the Joint Legislative Education Oversight Committee.

Becomes effective July 1, 2017.
