Establishes an Office of Driver Education Services within the Department of Public Instruction with a full-time director to oversee the state's driver education program and develop a three-year strategic plan.

Requires the Office to maintain an advisory committee, develop a standard curriculum, conduct annual performance evaluations of driver education programs, and publish an annual report of expenditures by local school administrative unit by January 15 of each year.

Restricts transfers of driver education funding to other purposes, allowing funds to be transferred out only to support driver education in other local school administrative units.

Directs the Department of Public Instruction to study the advisability of adding lane departure training to the driver education curriculum by March 1, 2018, including analysis of safety data, practicality, and liability concerns.

Permits the Department to withhold up to 5% of state driver education funds from local school units that fail to report required program information.
