Creates a Chain of Survival Public-Private Task Force to identify funding and achieve placement of Automatic External Defibrillators (AEDs) in state buildings, facilities, and public schools.

Task Force composition includes 2 Senators, 2 House members, representatives from emergency medical services, health department, American Heart Association, American Red Cross, hospital association, medical colleges, and a cardiac arrest survivor.

Directs Department of Administration to develop policies for AED placement and use in state-owned and state-leased buildings, including medical emergency response plans, maintenance procedures, and staff training programs.

Requires State Board of Education to adopt guidelines for AED placement and maintenance in public schools, including athletic facilities.

Task Force expires June 30, 2019; all provisions are conditional on receipt of public-private funding.
