Eliminates 8 vacant positions from the Department of Public Instruction, including a Chief Performance Officer, Accountant, Education/Development Aides, Program Assistant, Education Diagnostician, Business Technology Analyst, and Education Consultant.

Authorizes the Superintendent of Public Instruction to appoint up to 5 new full-time exempt policy-making positions to staff the Superintendent's office using up to $596,586 in recurring funds generated from the eliminated positions.

New personnel appointed to these positions are exempt from the North Carolina Human Resources Act and report solely to the Superintendent of Public Instruction.

Superintendent has authority to set salaries for new staff within available funds, and appointments do not require State Board of Education approval.

Effective upon passage of the bill.
