Allows local boards of education to set their own school calendar opening and closing dates if the local school administrative unit has been identified as low-performing by the State Board of Education in each of the prior two school years.

Exempts low-performing districts from standard requirements that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11.

Maintains existing exemptions for year-round schools and schools operating under modified calendars designated as of the 2003-2004 school year.

Effective when signed into law and applies beginning with the 2017-2018 school year.
