Adjusts municipal election filing deadlines from the third Friday in July to the second Tuesday following the first Friday in July for candidates seeking municipal office.

Eliminates second primary elections in partisan municipal elections and requires the State Board to break any tie votes by random selection method instead of holding a runoff.

Changes the nonpartisan primary election date from the fourth Tuesday before the general election to the second Tuesday after Labor Day, and moves runoff elections to the Tuesday after the first Monday in November.

Shifts county board of elections appointments from July to the second Tuesday in June, with members appointed in 2017 and every two years thereafter.

Appropriates $75,000 plus benefits for fiscal year 2017-2018 to the State Board of Elections to support a new personnel position focused on precinct uniformity and data integrity audits.
