Requires local school boards to develop plans ensuring that 60% of energy needs for new schools placed into service on or after January 1, 2030, be met from renewable energy sources.

Authorizes school boards to enter into contracts or leases with renewable energy providers or equipment suppliers to meet the renewable energy requirement.

Defines renewable energy as energy derived from a renewable energy resource as defined in G.S. 62-133.8.

Removes the previous requirement that school boards merely "consider" installing solar energy systems and replaces it with a binding renewable energy target for new school construction.
