Restores authority over the North Carolina Longitudinal Data System from the Governmental Data Analytics Center to a dedicated governance board.

Establishes a 17-member North Carolina Longitudinal Data System Board consisting of representatives from education, workforce, commerce, and state agencies, plus four legislative advisory members and one gubernatorial appointee.

Changes the Board chair from the State Chief Information Officer to an elected position chosen by appointed members, with a vice-chair also elected for two-year terms.

Designates the State Treasurer as a Board member and specifies that the DHHS designee must be affiliated with the Division of Child Development.

Requires the Board to adopt rules implementing the Longitudinal Data System by December 1, 2017, and to report quarterly to specified legislative committees.
