Appropriates $2,400,000 for fiscal year 2017-2018 and $2,400,000 for fiscal year 2018-2019 from the General Fund to the Department of Public Instruction.

Provides $300,000 per year to each of eight regional educational training centers for professional development training for K-12 educators in public schools.

Named regional centers include Northeast, Southeast, Western, Northwest, Piedmont Triad, Central Carolina, Southwest, and Sandhills Regional Educational Service Alliances.

Becomes effective July 1, 2018.
