Expands mortgage and deed of trust law to cover loans from any lender (not just seller-financed purchases) and clarifies that spouses are not required to join in execution of purchase-money mortgages.

Establishes uniform registration fees for deeds of trust and mortgages at $64 for first 35 pages plus $4 per additional page, with $10 fee for each additional instrument contained within the document.

Requires that subsequent instruments relating to previously recorded deeds of trust or mortgages follow standard registration fees rather than being treated as new documents.

Creates new G.S. 75-43 prohibiting solicitors from charging more than four times the register of deeds' fee for copies of recorded documents and requiring solicitation materials to clearly state the offer is not from a government agency, no action is required, and provide contact information for the register of deeds.

Clarifies that counties designated as development tier one areas in fiscal year 2018-2019 remain eligible for needs-based public school capital fund grants if they were designated tier one in 2017 or 2018 and filed a grant application in 2017.
