Increases child care subsidy market rates in tier three counties to levels recommended by the 2015 Child Care Market Rate Study for children ages three through five in three-, four-, and five-star-rated child care centers and homes, effective July 1, 2017.

Appropriates $12,900,000 in nonrecurring General Fund money to the Department of Health and Human Services, Division of Child Development and Early Education for the 2017-2018 fiscal year to fund the rate increases.

Defines tier three counties using the North Carolina Department of Commerce's 2015 County Tier Designations.
