Requires the Joint Legislative Oversight Committee on Justice and Public Safety to study whether dual arrest should be used by law enforcement agencies in domestic violence cases.

Directs the Committee to examine the State's current laws, rules, and practices relating to domestic violence cases.

Requires the Committee to determine which domestic violence cases would be appropriate for officers to utilize dual arrest and what measures should be taken when minor children are present.

Mandates the Committee submit a final report with findings and recommendations to the 2019 General Assembly prior to the convening of the 2020 Regular Session.

Becomes effective when signed into law.
