Expands Medicaid eligibility beginning January 1, 2018, to cover all people under age 65 with incomes at or below 133% of the federal poverty level, expected to serve approximately 468,000 additional North Carolinians in fiscal year 2017-2018.

Appropriates $27.5 million in state funds for 2017-2018 and $41.0 million for 2018-2019 to cover administrative costs, matched by an estimated $29.5 million and $43.0 million in federal funds respectively.

Appropriates $114.8 million from hospital assessments and $6.7 million from other state program savings for 2017-2018 service costs, and $273.4 million from assessments and $21.3 million from savings for 2018-2019 service costs, matched by approximately $1.2 billion and $3.5 billion in federal funds respectively.

Imposes a new Medicaid Expansion Assessment on hospitals not fully exempt from existing equity and upper payment limit assessments to fund the state share of expansion costs, calculated based on each hospital's percentage of total Medicaid services billed.

Reduces appropriations to the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services by $6.7 million for 2017-2018 and $13.5 million for 2018-2019, and reduces Inmate Health Care funding by $7.9 million for 2018-2019 to account for program savings from expansion.
