Appropriates $1,000,000 in recurring General Fund dollars to the Department of Health and Human Services, Division of Social Services for fiscal year 2017-2018, bringing total project costs including federal matching funds to $4,250,000.

Appropriates $1,750,000 in recurring General Fund dollars for fiscal year 2018-2019, bringing total project costs including federal matching funds to $5,400,000.

Provides funds for the Permanency Innovation Initiative Fund under G.S. 131D-10.9B and requires appropriated funds be supplemented by, not supplanted with, available federal matching funds.

Authorizes use of up to $2,400,000 in private funds during the 2017-2019 fiscal biennium to extend state and federal funds and increase services to children and families.

Effective date is July 1, 2017.
