Eliminates the requirement for State certification of electrical materials, devices, appliances, and equipment that bear markings showing compliance with nationally recognized standards from qualified testing laboratories.

Removes the Commissioner of Insurance's authority to approve national standards and qualified testing laboratories, and eliminates procedures for alternative evaluations when national standards are inadequate.

Removes the exemption for electrical devices and appliances used by the Division of Adult Correction in institutional kitchens and manufacturing equipment used by Correction Enterprises.

Appropriates $3,500 from the General Fund to the Division of Purchase and Contract for notification to vendors and State agencies regarding the regulatory relief provided by this act.

Section 2 (appropriation) becomes effective July 1, 2017; remainder of the act is effective upon enactment.
