Establishes mandatory driver retraining courses for persons whose licenses are suspended under specific traffic violations (subdivisions 5, 9, 10, or 10a of G.S. 20-16(a)).

Requires courses to be at least 8 hours long, conducted in person (not remotely), behavioral-based, interactive, and scientifically demonstrated to reduce traffic violations, with a student-to-instructor ratio determined by the Division.

Sets course fees not to exceed $175, with $25 retained by the Division, and requires courses to cover driver behavior analysis, psychology-based principles, human behavior components, and specific dangerous driving behaviors including distracted driving, speeding, and aggressive driving.

Suspends licenses indefinitely until completion of the retraining course; if completed within the 90-day pre-suspension notice period, the suspension is canceled; if completed after, the suspension is terminated and driving privilege can be restored.

Effective July 1, 2018 for licenses suspended on or after that date, with the Division authorized to either conduct courses directly or contract with third-party vendors while maintaining oversight.
