Reduces the North Carolina Medical Board from 13 members to 11 members by decreasing public member positions from three to one appointed by the Governor.

Adds two public members appointed by the General Assembly (one upon recommendation of the Speaker of the House, one upon recommendation of the President Pro Tempore of the Senate) in accordance with G.S. 120-121.

Maintains seven physician members appointed by the Governor on Review Panel recommendation and keeps one physician position for osteopaths, integrative medicine practitioners, or Old North State Medical Society members without Review Panel recommendation.

Retains one physician assistant and one nurse practitioner position, both appointed by the Governor upon Review Panel recommendation.

Applies qualification standards requiring public members not be healthcare providers or spouses of healthcare providers, and becomes effective upon enactment with application to vacancies occurring after June 30, 2017.
