Requires all-terrain vehicles and motorcycles manufactured in 2005 or later to be registered with the Wildlife Resources Commission if intended for off-road use and not otherwise required to be registered.

Exempts vehicles used primarily for agricultural purposes and those used by law enforcement, fire, rescue, and emergency medical service personnel in performance of their duties.

Establishes registration fee of $15.00 and title fee of $25.00 for off-road registered vehicles, with title fee revenue retained by Wildlife Resources Commission to operate the registration and titling system.

Requires owners to provide Product Identification Number or Vehicle Identification Number and either a manufacturer's certificate of origin/title or an inspection and indemnity bond at time of registration.

Directs Wildlife Resources Commission to issue registration plates or stickers that are visually distinct from Division of Motor Vehicles plates so law enforcement can identify off-road-only vehicles, and requires collection of applicable sales and use tax with credit allowed for previously paid taxes.
