Extends the retroactive period for prior approvals of personal care services under North Carolina Medicaid from 10 days to 90 days, effective July 1, 2017.

Maintains existing conditions for retroactive prior approval and does not require reimbursement exceeding the number of hours approved through the prior approval process.

Appropriates $4,897,000 in state funds for fiscal year 2017-2018 and $5,157,000 for fiscal year 2018-2019 to match an estimated $10,222,000 and $10,764,000 in federal funds respectively.

Policy change sunsets on June 30, 2019, unless the Department of Health and Human Services maintains it under its existing authority.
