H881 - Automatic Voter Registration

• Establishes automatic voter registration at Division of Motor Vehicles offices beginning July 1, 2018, where eligible applicants applying for driver's licenses or special ID cards are automatically registered unless they affirmatively decline.

• Requires public agencies accepting applications for public assistance, disability services, and unemployment benefits to implement automatic voter registration beginning January 1, 2019, with applicants able to decline registration.

• Mandates electronic transmission of voter registration applications from both DMV offices and public agencies to county boards of elections within five business days, with applications meeting the 25-day deadline before elections treated as timely.

• Appropriates $118,650 for fiscal 2017-2018 and $16,664 for fiscal 2018-2019 to the Department of Transportation, plus $185,000 and $56,000 to the Department of Health and Human Services for implementation.

• Directs the State Board of Elections to establish an education and outreach campaign to inform voters about the automatic voter registration procedures.
