Requires all North Carolina jails and prisons to establish a Health Information Exchange system by January 1, 2018, and annually thereafter to share inmate medical information between facilities.

Defines Health Information Exchange as a computer-based medical summary containing an inmate's medical history, condition, treatments, test results, medications, vital signs, and special medical needs.

Mandates that software systems be designed or approved by licensed medical doctors with corrections experience, including at least one licensed psychiatrist familiar with mental health conditions and substance dependency assessment in corrections settings.

Software must be capable of either maintaining inmate records on a secure online database or producing printable reports that can be shared manually, via facsimile, or electronically between facilities, and must include a Prison Rape Elimination Act Reporting Module.

Appropriates $2,150,000 in nonrecurring funds for fiscal year 2017-2018 and $750,000 in recurring funds for fiscal year 2018-2019 to the Department of Public Safety for software licensing, maintenance, integration, and implementation, with each facility responsible for secure connectivity and IT support costs.
