Appropriates $308,000 for fiscal year 2017-2018 and $308,000 for fiscal year 2018-2019 to the Department of Public Instruction for the Children and Parent Resource Group, Inc.

Establishes a two-year pilot program for grades 6-11 in Pitt County Schools, Wayne County Schools, and Winston-Salem/Forsyth County Schools to administer the Life Changing Experiences Community Education Project.

Program consists of traveling interactive multimedia school assemblies and follow-up applications addressing teen issues including substance abuse, dangerous driving, environmental endangerment, violence, and bullying.

Focuses on teaching students techniques and skills to achieve positive life goals, employ positive behaviors, and start businesses and social enterprises.

Requires the Children and Parent Resource Group, Inc. to submit progress reports to the Joint Legislative Education Oversight Committee by March 1, 2018, and a final report by March 1, 2019, including expenditure accounting and student outcome data.
