Establishes a Joint Legislative Committee on State-Mandated Health Insurance Coverage Requirements composed of four House members, four Senate members, and the Insurance Commissioner (ex officio, nonvoting).

Committee shall study all state-imposed health insurance mandated coverage requirements in North Carolina, including identification of mandates, costs to employers/individuals/insurers, cost efficiency, and whether each mandate remains necessary.

Committee may issue an interim report to the 2018 Regular Session and must issue a final report to the 2019 Regular Session, including any recommended legislation.

Appropriates $200,000 to the General Assembly for the 2017-2018 fiscal year to contract for consultant services to assist the Committee.

Becomes effective July 1, 2017.
