Municipalities may now designate a regional council of government to exercise the powers, duties, and responsibilities of a public housing authority, in addition to the existing options of a redevelopment commission or the city council itself.

When a housing authority is abolished, all property, assets, liabilities, pending legal actions, and obligations transfer to the designated entity (city, redevelopment commission, or regional council of government).

Regional councils of government may acquire and improve real property for office space and program needs, pledge property as security for debt (subject to Local Government Commission approval), but cannot exercise eminent domain.

City councils may appoint an interim executive director upon passage of a resolution to abolish a housing authority, with authority to facilitate the transfer until completion.

The law does not apply to cities with populations greater than 250,000 according to the latest federal census.
