Requires local boards of education to provide free breakfast and lunch to all students in K-12 public schools, charter schools, regional schools, and lab schools at no cost.

Establishes the North Carolina School Breakfast and Lunch Fund as a special revenue fund administered by the State Board of Education through the Department of Public Instruction to finance the free meal program.

Allows individual income taxpayers to designate $3.00 from their annual tax liability to the School Breakfast and Lunch Fund, with amounts deposited monthly and no change to the taxpayer's overall tax liability.

Appropriates $200,000,000 in nonrecurring funds for fiscal year 2017-2018 and $200,000,000 in recurring funds for fiscal year 2018-2019 from the General Fund to the Department of Public Instruction to fund the program.

Requires the Department of Public Instruction to reimburse local school administrative units and charter schools for breakfasts and lunches within 30 business days of receiving reimbursement requests, with supplementary state funds to cover any shortfalls.
