Establishes a two-year pilot program in Cumberland County through the Department of Health and Human Services and Department of Military and Veterans Affairs to provide health care services to veterans, including care coordination by community health workers and recruitment/training of veterans as community health workers.

Requires the State Board of Education to develop a youth suicide awareness and prevention training program of at least two hours for school personnel working with grades 6-12, including teachers, bus drivers, cafeteria workers, coaches, nurses, counselors, and administrators.

Mandates all public school units, charter schools, regional schools, and lab schools provide the suicide prevention training to eligible employees within 12 months of hire and every two years thereafter, either through the state program or a locally-developed plan meeting specified requirements.

Allows schools to develop local training plans covering suicide statistics, warning signs, at-risk student identification, referral procedures, and post-intervention care, with protocols for school safety, staff designation as suicide prevention responders, and parent communication.

Protects school boards and employees from civil liability for acts or omissions related to suicide prevention training and protocols unless the conduct amounts to gross negligence, wanton conduct, or intentional wrongdoing.
