Appropriates $5,000,000 from the General Fund to the Department of Health and Human Services for the 2017-2018 fiscal year for child advocacy centers.

Allocates up to $100,000 to each child advocacy center in good standing with Children's Advocacy Centers of North Carolina, Inc.

Provides $1,000,000 to Children's Advocacy Centers of North Carolina, Inc. to establish new child advocacy centers in areas where none currently exist.

Allocates $100,000 to Children's Advocacy Centers of North Carolina, Inc. for its operations.

Becomes effective July 1, 2017, with any remaining funds reverting to the General Fund.
