Schools in counties through which the Atlantic Coast Pipeline runs shall receive all funds from the pipeline-related Memorandum of Understanding, allocated by average daily membership (50%) and linear pipeline miles (50%).

Class size requirements for kindergarten through third grade are phased in over four years: 2017-2018 and 2018-2019 (20 students), 2019-2020 (19 students), 2020-2021 (18 students), with full requirements taking effect 2021-2022.

A new program enhancement teacher allotment is created for kindergarten through fifth grade at a ratio of one teacher per 191 students, with funding phased in at 50% (2019-2020), 75% (2020-2021), and 100% (2021-2022 forward).

Personal Education Savings Accounts are modified to simplify eligibility requirements, allow part-time students to receive $4,500 annually (versus $9,000 for full-time students), and prioritize scholarships for students with autism, developmental disabilities, hearing/visual impairments, intellectual disabilities, and orthopedic impairments during 2018-2019.

The Bipartisan State Board of Elections and Ethics Enforcement is expanded from eight to nine members, with the Governor appointing four members from each major party and one unaffiliated member selected by the other eight board members, and the Governor gaining discretionary removal power over all members.
