Appropriates $1,650,000 in nonrecurring funds to the Department of Environmental Quality for fiscal year 2017-2018 and $1,650,000 for fiscal year 2018-2019 to support water infrastructure and resources management partnerships.

Allocates $100,000 annually to each of the State's 16 regional councils of government to develop collaborative water infrastructure and resource management improvement priorities through voluntary partnerships among local governments, water/wastewater users, and stakeholders.

Allows the Department of Environmental Quality to use up to $50,000 annually for administrative tasks including review of councils' annual work plans and monitoring of council activities.

Requires each regional council to develop a plan of work including establishment of partnerships for infrastructure improvement, coordination of water/wastewater asset inventory and assessment, identification of multijurisdictional projects, and coordination with state water quality grant programs.

Requires councils to submit annual plans of work within 90 days and annual reports by September 30 detailing accomplishments, expenditures, and work product timelines in order to receive funding in two equal installments.
