Expands the NC REACH child welfare postsecondary support program beginning in the 2017-2018 academic year to provide education assistance for special needs children adopted from foster care.

Lowers the age of eligibility for special needs adopted children from 12 years of age to 8 years of age.

Provides assistance with "cost of attendance" as defined under federal law (20 U.S.C. § 108711) for education needs of qualifying foster care youth.

Appropriates $1,300,000 for fiscal year 2017-2018 and $1,300,000 for fiscal year 2018-2019 to implement the program expansion.

Takes effect July 1, 2017.
