Establishes a pilot program requiring the State Board of Education to educate students in grades 6, 8, and 10 about human trafficking dangers, warning signs, trafficker terminology, and available counseling resources, with required teacher and staff training on recognizing trafficking and mandatory reporting laws.

Appropriates $2,250,000 in nonrecurring funds annually for fiscal years 2017-2019 to the State Board of Education to implement the student and educator pilot program.

Establishes a pilot program requiring the Department of Public Safety to train law enforcement officers to identify signs of human trafficking, including business fronts, physical abuse indicators, and document control methods.

Appropriates $400,000 in nonrecurring funds annually for fiscal years 2017-2019 to the Department of Public Safety for law enforcement training and $37,000,000 total ($12.5 million and $25 million for respective fiscal years) to provide shelter beds for human trafficking victims, plus $4.5 million and $9 million for mental health services to trafficking victims.

Applies pilot programs only to New Hanover, Wake, and Mecklenburg Counties, with reporting requirements due September 1, 2018 to relevant legislative committees.
