Directs the Department of Insurance and Department of Health and Human Services to study and propose a comprehensive state health plan covering all North Carolina residents, with a January 1, 2019 implementation target and a report due by January 1, 2018.

Establishes that the North Carolina Health Plan shall provide comprehensive benefits including preventive care, prescription drugs, long-term care, hospice, mental health treatment, and dental services with no co-payments or deductibles for the first two years.

Requires all state residents to enroll in the plan before receiving services and mandates a direct billing system for providers with payment within 30 days.

Appropriates $2,500,000 to the Department of Insurance and $2,500,000 to the Department of Health and Human Services for fiscal year 2017-2018 to conduct the required study.

Directs the executive agencies to recommend a funding structure based on ability to pay, including a dedicated funding stream with growth tied to health care costs, and recommend which executive department shall oversee the plan's governance.
