Authorizes the Division of Motor Vehicles to produce a special registration plate for members of the Eastern Band of Cherokee Indians who present a tribal identification card, with no additional fee required.

The special registration plate may bear a phrase or emblem representing the Eastern Band of Cherokee Indians and is exempt from certain registration plate provisions.

Requires the State Board of Education to enter into a memorandum of understanding with the Eastern Band of Cherokee Indians establishing criteria for individuals to teach Cherokee language and culture classes without requiring a teaching license.

Individuals approved under the memorandum of understanding must demonstrate mastery of the Cherokee language through a credential issued by the Eastern Band of Cherokee Indians and receive a three-year approval period that may be renewed.

Clarifies that individuals teaching Cherokee language without a license cannot teach other content areas unless they possess a regular teaching license.
