Establishes a 15-member House select committee appointed by the Speaker to investigate alleged misconduct by Secretary of State Elaine F. Marshall regarding notary public commissions.

Committee authorized to investigate allegations that Marshall granted notary commissions to several hundred individuals who did not legally reside in the United States in violation of G.S. 10B-5 and federal law (8 U.S.C. § 1621).

Committee empowered to hire special counsel and personnel, subpoena witnesses and documents, administer oaths, and conduct comprehensive review of facts and circumstances related to Marshall's alleged misconduct.

Committee must submit final report to House of Representatives with findings and recommendations, including articles of impeachment if warranted, describing specific acts or omissions charged against Marshall.

Committee continues existence through 2017-2018 biennium and may meet during legislative sessions and interims to complete its investigation.
